Can this unit be wall mounted next to a powder coated metal ceiling,(approximately 8' high and 2"-3" from the ceiling)?

Unfortunately, this will not provide the needed clearance for this heater as 8' is required from the heater to the floor with a 13" clearance requirement to the ceiling. This is described in further detail here.
