By "adjustable," does this mean that it swivels for an offset angle? If not, what does this mean?

It does indeed swivel up to 90 degrees to get you to your proper offset.

Great Product
Heavy Steel, fits very well. Better to spend a little more on 22ga than the thinner 24ga.
