Does the rain cap come apart for cleaning the screen?

The screen does not come out of the cap, however the cap can be easily removed from the venting or a soft brush can be used to clean the screen from the outside.

Will this terminate the type B vent pipe?

No. Any type B gas vent should be terminated over the roof with a proper vertical termination cap. The vertical cap you would need would depend on the size and brand of the type B vent gas pipe you are using.
