How do you connect a chimney liner to the damper?

There wouldn't be any scenario where chimney liner would be connected to this damper. When relining for a wood insert, the liner would pass through the damper opening. When relining a masonry fireplace chimney where the liner would replace terracotta flue tile in poor condition, the liner would typically be connected to a bottom plate atop the smoke shelf supported by adjustable legs like this product.

If this is mortared in, that doesn't give it the ability to expand. Am I correct in saying that?

Mortar and firebrick will expand and contract with the varying temperatures. This leads to cracks and damage over time that must be intermittently repaired and sometimes replaced.

It is meant to be mortared into place in your masonry fireplace chimney throat between the firebox and the smoke chamber.

This damper does not have mounting holes. It is meant to be mortared into place.
