This is not able to be used with a wood stove insert, only with a freestanding wood stove.

My vent pipe is not fully vertical - it is 15 degrees from vertical. Can this damper work if the vent is not fully vertical?

No, it would not work as intended if it were to be installed on a slanted stove pipe.

Can this be used on my coal stove? What's the total height from the top of the tee to the bottom?

Per the manufacturer, this product can be used with all solid fuel-burning appliances. The height from the top to the bottom of the tee is 9 1/2 inches.
