The Chim-A-Lator 12 in. x 12 in. Deluxe Damper Cap is a lifetime-warrantied damper cap operated by a lever on the right side of the firebox. Can I use this with gas logs?

While this cap can technically be used with gas logs, it is not recommended.
Like other top mounted dampers, there is still the risk of carbon monoxide backing up into the house if the damper is closed during operation.
If you choose to install this type of damper, I highly recommend advising everyone that would be using the log set to double check the damper position before using the logs.
