Do you have to drill holes in the chimney liner to mount this damper?

No, the base uses tension-style bolts that will push against the exposed flue tile to secure a tight fit.

Does this just bolt on the top, or do you need to use RTV sealant?

This cap can just be bolted to the chimney, it does not require sealant.
