With the smoker empty, I can only get the temperature up to 250°F. Is there anything I can do to resolve this?
The manual lists the recommended smoking temperature range as 220°F to 250°F, so a reading of 250°F is at the top of the range the smoker is designed for. To achieve the highest heat, set the electric thermostat control dial to the high position and allow the smoker to fully preheat. The manual also recommends placing the smoker outdoors in an area sheltered from wind, as wind can make it harder to maintain heat. For complete operating instructions, see the COS-330 manual.
