Does this depend on electricity to ignite?

This unit does use electronic ignition for operation and relies on a 115 volt power source, stepped down to 24 volts. Likewise, it requires the use of a 24 volt thermostat.

Can this unit be used when there is an electrical power outage?

Unfortunately, no. This unit uses a convection blower, induction blower, and hot surface ignitor that all require power to operate. As such, a backup power source would be needed for the unit to operate.
