Are the handles solid brass?

The yoke and rail are solid brass but the handles are brass plated.

Are the tools also made of cast iron or is it just the base?

The tool set base is indeed cast iron, as is the poker head. However, the rest of the tool set is constructed of steel.

Poor Product
It was after reading all of the reviews about Pilgrim products and all of the satisfied customers who had purchased and used their various offerings that I decided to go ahead and purchase this item. Unfortunately, the quality must have gone downhill since these reviews were written because I am dissatisfied with what is clearly poor workmanship on the part of Pilgrim.
