Can I use this to touch up chips on fireplace logs in propane fireplace ?

No, you would not be able to use that paint on the logs.

Can I use this paint on brick?

This product can be applied to masonry, however it is not recommended for use on the firebrick inside the fireplace. Firebrick must be able to breathe properly to retain its insulating qualities. Applying paint seals the brick and changes its insulating characteristics.
