I have a vent cap like this one on the side of my house. when it rains sideways water rain gets in the gas insert. Could something like maybe an elbow hose to extend it and fix it upward prevent rainwater to get into the gas insert?

Likely, your cap cannot be sealed because it needs the air flow to operate as designed. Your only option would be a screen, usually called a "wind guard" that will provide some added protection against precipitation but obviously it will not completely solve the problem. However, without knowing the dimensions of your cap and the protrusion from the wall I am unsure the guard we carry will fit around your cap.
