Yes, at first glance it would seem a fresh/outside air connection to the fireplace is your best possible solution. Such a kit would be a model-specific part, so you need to identify the manufacturer and model information to find the appropriate kit.

While some wood insert manufacturers will require a full reline via 6" or 8" UL1777-listed corrugated stainless insulated steel chimney liner, others will indeed allow one length of liner to run from the insert flue and into the existing chimney with a "block off" plate installed at the damper opening. I recommend reading the installation instructions for your insert to confirm this installation will be acceptable.
