Can you explain how this piece works? Does it slip over another section of Ventis pipe? How do you secure it in place? Does it need to be sealed with caulk?

Yes, this combines with a fixed straight section of the Ventis pellet vent pipe to give an extended length. This is done with self-tapping screws.
