The stove manufacturer states a Type 1 spark and ember protection only pad is required. Would this pad meet that requirement and can I place the pad directly on carpet? What is maximum safe surface temp for a type 1 pad on carpet?
This product does qualify as a Type I stove board and could be placed directly over carpet. Type I stove boards are not listed with a thermal rating as they are for ember protection only.

This pad is designed to be used under a stove, however, it does not meet the R-value for required insulation value for most wood stoves.
