Will this fit a 13" OD diameter pipe?

No, this firestop is actually made for a pipe with a 15" outside diameter. The 12" pipe this is referring to is a double-wall pipe with a 15" outside diameter.

Spacer
This spacer looks great holding the insulation away from the pipe. Easy to install.
Easier to use this than building your own!
