I have an EP65 blower for a Napolean 1600C stove. The blower has a thermostatic control. Does that mean that the blower will not come on until the stove reaches a certain temperature?

That is correct, the thermostatic switch will wait until the unit is heated up so that it is not pushing cool air into the room. It can take 15-20 minutes before the blower will kick on in some units.
