Yes, the red LED flash that blinks once every 4 seconds indicates a low battery in the transmitter. Please see page 2 of the owner's manual [here](https://d3lqrypvficofj.cloudfront.net/manuals/Skytech/7001-Remote-Manual.pdf) for details on how to change the battery.

No. While both are touchscreen remotes, the Skytech 5001 is only an on/off remote whereas the 5301 adds thermostatic and timer-based controls.
