I understand that this item does not include the fire logs....but does it include the white framing around the insert.?

No, the white mantel and tile surround are not included. The item is the black metal firebox only with your choice of brick liner included.

Is this available for use with propane?

This is a vent-free firebox only and it does not include a burner or log set. You can purchase any appropriately-sized propane ventless gas log set inside.
