Will these rods flex to clean the chimney through the cleanout from the bottom up?
Yes these rods are designed to flex to clean the chimney from the bottom. Keep in mind, there is a limit to how hard of an angle the rods will bend. I wouldn't recommend trying to bend them harder than 60*.
