Does a thermostat control these?

This item is the log set only, there is no burner or control valve included. You will need to purchase the burner/valve kit separately. This log set can be used with the NB18PV burner, with a separately-purchased thermostat installed for control.

Are these for propane use? Or do I have to purchase a converter?

Please note that this item is the log set only. There is no burner included. You can indeed purchase a propane burner separately. These logs will work with the NB18PV or the NB18PIF propane burners.
