No, this particular burner and pilot assembly will not offer variable flame control.

Is the pilot light adjustable in case the volume of gas supplied is intentionally turned down or lowered?

There is indeed a pilot adjustment screw that will allow you to properly size the pilot flame, should gas pressure be adjusted.

The manual safety pilot kit does not allow for flame size or height adjustment. You may be able to vary the flame height by controlling the flow of gas into the firebox. If you wish to control flame height with the pilot kit, you will need to purchase the variable flame remote ready pilot kit.

Good Value!
The product shipped within 24 hours, arrived intact with no issues. Includes 12" flexible connector pipe. and fittings. I also used the Real Fyre SPK-26 Safety Pilot Kit for Natural Gas Logs product. Includes sand and vermiculite, no rock wool, or lava rock as stated.

Absolutely Baeutiful GX45 Burner
The GX45 burner we bought made a massive improvement over the simplistic gas burner we had. It produces a wonderfully bright and warm flame and is more energy efficient than our old system. In addition, it is quite simple to install with easy to understand instructions. We should have bought this thing years ago. Thanks for a great product.

Only used on a couple of trial-burns, since still in summer-season. However, overall performance has been very pleasing!
