Are these insul-plugs UL tested and approved for use in NY state?

Just like single wall black stovepipe this plug is not UL rated. It can be used in NYS as per state code, but you should also check with local codes as they vary by town/city.

I see that there are 6 and 8 inch insul-plugs. I have an old chimney with a 7 inch hole. Do you have the intermediate size?

We do not have a 7" plug and you would most likely have to either shave down the ceramic sleeve on the 8" or fabricate something on your end.
