Is it a safety feature, and does it go on the outside to prevent contact burns?

You are correct. The screen is there as a safety barrier to prevent touching the glass due to the glass getting extremely hot while the fireplace is in operation.

What are the overall outside dimensions of the screen?

The manufacturer does not provide the physical dimensions of the screen, because it can only be attached to the glass front frame on the Empire Tahoe Premium 48" louvered direct vent gas fireplaces (DVP48FP series).

Is this magnetic? Also, what are the outside dimensions?

This screen is not magnetic and has guides built into the frame of the screen to slide into slots on the Empire fireplace. The dimensions of the screen are 34" wide x 23 1/16" high, however, I would have the mason leave plenty of space to allow for installing and removal of the screen for service purposes.
