Is this ceramic liner fireproof and if so does this liner cover back, sides, and top?

These panels are indeed fireproof. However, they have no insular rating. Such that, they are designed to be a decorative refractory material. They are used to line the inside of a gas fireplace and provide a decorative backing while also absorbing heat from the fire and sending it back into the room.

Material is very thin -hoping they hold up ( only installed for a few weeks)
