Will this work with a fireplace turned on by using a regular wall switch?
This thermostat is for use with a 110 volt system and will not work with the millivolt switch you describe. Instead, a millivolt thermostat, such as the Napoleon Wall-Mounted Digital Thermostat should be used.

Will this thermostat work with a 120/3.1 electric baseboard heater?
While this thermostat is designed to modulate a hot air distribution kit, it will also work for your application. The mechanics of the thermostat will be exactly the same as a thermostat you would purchase specifically for this heater.
