Can this damper be utilized with an anthracite coal stove?

We cannot recommend using it as the manufacturer does not list it for use with a coal stove.

Can this be added to a 5" b vent gas fireplace?

This type of barometric damper will not function properly with a B-vent fireplace. It is intended for use with a wood burning stove only. B-vent units do not generate enough draft for this type of damper to be effective.
