Outdoor fire pits that remain uncovered become problematic as insects are attracted to mercaptan, which is an odorant added to both natural gas and liquid propane. I would not assume the issue is with the gas valve and would focus on a clogged burner orifice. If the burner is covered with lava stones or other media, this material will need to only cover the burner tubes enough to conceal the burner. Applying more than 1/2" may create back pressure.
